NIWC  Pacific consists of more than 4,800 civilian and military personnel and more than 2,100 contractor support personnel. SSC Pacific has a total obligating authority of more than $2.5 billion. Bill Bonwit leads a diverse and highly technical organization in the research, development, fielding and support of advanced technologies for command, control, communications, computers, intelligence, surveillance and reconnaissance (C4ISR), cyber and space capabilities.

Prior to assuming his role as the Center’s senior civilian leader, he was a senior scientific and technical manager (SSTM) and head of the Command and Control (C2) department. His department was responsible for full-spectrum support to various naval, joint, coalition, and national command, control, intelligence, tactical datalink, business and force support systems. He led more than 800 scientists, engineers and technicians who provided a broad spectrum of services across the acquisition lifecycle, including: research, development, integration, test and evaluation, certification, configuration management, deployment and training. The C2 department provides services to numerous commands including combatant commands, naval and Coast Guard fleet units, acquisition program offices and national level offices within the Department of Defense (DoD). Bonwit’s career in civil service started at Naval Ocean Systems Center (NOSC), a predecessor organization of NIWC Pacific, where he served as the project manager for technical support to Joint Interagency Task Force West. He has held a number of positions that support C2 initiatives and served as project manager for a variety of C2 and intelligence systems. He has also served as a branch head, program development lead, and division head for organizations in the C2 department. In those positions, he provided oversight for multiple command and intelligence projects ranging from prototyping to support of Acquisition Category (ACAT) I programs of record for Naval, Coast Guard, Joint Service, Joint Staff, and DoD sponsors.

Bill's operational assignments were aboard USS Cochrane (DDG 21) as main propulsion assistant and navigator, USS Fanning (FF 1076), as engineer officer, and USS Kitty Hawk (CV 63) as damage control assistant. Bonwit’s final tour of active duty was at NOSC, where he chaired SPAWAR’s Warfare System Architecture and Engineering Command, Control, Communications and Intelligence Working Group. After leaving active duty, he remained in the Naval Reserve, serving in various positions including N6 (C4I Directorate) at Inshore Undersea Warfare Group One. Bonwit earned a bachelor’s degree in ocean engineering from the U.S. Naval Academy and a master’s degree in operations research from the Naval Postgraduate School.
